About HKETO Berlin

Opened in 2009, the Hong Kong Economic and Trade Office in Berlin (HKETO Berlin) is the official representation of the Hong Kong Special Administrative Region (HKSAR) to eight central and eastern European countries. Set up under the Basic Law of the HKSAR and the working principle “One Country, Two Systems”, its mission is to promote bilateral ties – particularly as regards economic, trade, investment and cultural matters – between Hong Kong and Germany, as well as Austria, the Czech Republic , Hungary, Poland, Slovakia, Slovenia and Switzerland.

Director On 6 August 2018, Mr Bill Li assumed the office of the Director of the HKETO Berlin. Prior to joining the Berlin Office, he has worked in the Food and Health Bureau with responsibilities over healthcare reform in Hong Kong. His major tasks included designing and putting into action a Voluntary Health Insurance Scheme, a government-regulated scheme aiming to provide affordable and value-for-money hospital insurance coverage for people in Hong Kong. He was also responsible for putting in place a revamped regulatory regime for private healthcare facilities, facilitating the development of private hospitals and mapping out the strategies for developing genomic medicine in Hong Kong. Mr Li’s previous postings covered a wide range of issues in the Civil Service Bureau, the Commerce and Economic Development Bureau and the Education Bureau.

HKETO Berlin has explored, established, and developed working relations with the governments, trade organisations, business organisations, think-tanks, cultural institutions and media to promote the interests of Hong Kong. As one of the ways to effectively discharge its responsibilities in promoting Hong Kong's trade interests and overall image, the HKETO Berlin organises and sponsors trade-related and public relations activities from time to time, including business seminars and receptions in major cities across the region, covering topics such as the working of "One Country, Two Systems" in Hong Kong under the Basic Law; the attributes of Hong Kong as "Asia's World City" and an international maritime logistics centre; Hong Kong's creative industries and intellectual property rights protection; Hong Kong's environmental and cultural policies; and Hong Kong’s role as the gateway to China as well as China's global financial and professional services centre. HKETO Berlin also informs talents, professionals and entrepreneurs about how to study, work or set up business in Hong Kong and the various admission schemes.

Hong Kong’s strategic location at the mouth of the Pearl River Delta makes it the natural gateway to China. It is certainly the place for investment in the Asia Pacific region, whether directly in Hong Kong or in the mainland of China through Hong Kong. The HKETO Berlin assists persons or companies interested in establishing connections and strengthening ties with Hong Kong, and those investing in Hong Kong or in the mainland of China and other parts of Asia through Hong Kong, by providing comprehensive information, support and practical assistance.
