Hong Kong offers unprecedented opportunities for talents and welcomes people with valuable skills, knowledge or experience from all over the world to work and live in Hong Kong.

Admission Schemes for Talent, Professionals and Entrepreneurs

Together with a fair and open business environment, free flow of information network as well as low tax rates and simple tax regime, talents are attracted to come to Hong Kong for development. For that reason, the HKSARG launched the Quality Migrant Admission Scheme (QMAS) to attract talents from around the world to settle in Hong Kong without having to secure an offer of local employment beforehand. Successful applicants will be allowed to stay for initially 12 months and can extend their stay after securing a job offer in the first year. In addition, you are allowed to bring your spouse and unmarried dependent children under the age of 18 to Hong Kong. They are free to take up employment or study during their stay.

Entrepreneurs from overseas with good education background, technical qualifications or proven professional experience who plan to establish or join in a business in Hong Kong may apply under the General Employment Policy (GEP). Applications will be favourably considered for start-up entrepreneurs who plan to establish or join in a start-up business supported by a government-backed programme such as InvestHK’s StartmeupHK Venture Programme; Hong Kong Science and Technology Parks Corporation’s Incu-App, Incu-Bio and Incu-Tech programmes; Cyberport Incubation Programme; or the Hong Kong Design Centre’s Design Incubation Programme.

The pilot Admission Scheme for the Second Generation of Chinese Hong Kong Permanent Residents (ASSG) aims to attract the second generation of Chinese Hong Kong permanent residents who have emigrated overseas to return to Hong Kong. There is no quota under this scheme and applicants are not required to have secured an offer of employment before entry.

Working Holiday Scheme with Austria, Germany and Hungary

To provide an opportunity for young people to gain first-hand experience living and working in Hong Kong, the HKSARG has established bilateral Working Holiday Schemes with the Governments of Austria, Germany and Hungary to facilitate cultural exchanges, enhance bilateral cooperation and promote tourism and development. Under the schemes, participants between 18 and 30 can stay up to 12 months and are allowed to take up short-term employment as well as enrol in study or training courses as an incidental part of their stay so as to acquire a better understanding of the cultural and social developments.

Higher Education Employment Information e-Platform

Hong Kong's Labour Department provides a higher education employment information e-platform which is a dedicated information platform for the second generation of Hong Kong emigrants, Hong Kong students educated in overseas tertiary institutions and overseas professionals to provide them with employment information. It aims to enhance the understanding of Hong Kong’s employment market as well as facilitating the search and application for suitable job openings.

Hong Kong Talent Hub

Hong Kong welcomes talents from all over the world to take advantage of the opportunities of this vibrant Asia’s World City and make their dreams come true. The Talent List of Hong Kong has been drawn up with a view to attracting high quality talents from around the world in an effective and focused manner to support Hong Kong’s development into a high value-added and diversified economy. Currently the List comprises 11 professions under 7 major industry sectors. Immigration facilitation under the Quality Migrant Admission Scheme (QMAS) is provided for qualified talents from around the world to come and settle in Hong Kong.
